為(wei)加(jia)快推(tui)進(jin)四川(chuan)省生(sheng)態文明(ming)建設,促進(jin)綠色(se)發(fa)展、循環發(fa)展、低碳發(fa)展,建設美麗四川(chuan),根據《中(zhong)(zhong)共中(zhong)(zhong)央、國務(wu)(wu)院關于加(jia)快推(tui)進(jin)生(sheng)態文明(ming)建設的意見》(中(zhong)(zhong)發(fa)〔2015〕12號)和《貫徹落實〈中(zhong)(zhong)共中(zhong)(zhong)央、國務(wu)(wu)院關于加(jia)快推(tui)進(jin)生(sheng)態文明(ming)建設的意見〉重點任(ren)務(wu)(wu)分(fen)工方(fang)案》(廳字〔2015〕18號)精神,結合四川(chuan)省實際,制定本實施方(fang)案。
一、總體要求
全(quan)面貫徹黨(dang)的十八大和(he)(he)十八屆(jie)三中(zhong)(zhong)、四(si)中(zhong)(zhong)、五中(zhong)(zhong)全(quan)會(hui)精神,以鄧(deng)小平理論(lun)、“三個代表”重(zhong)要(yao)思(si)想、科(ke)學(xue)(xue)發(fa)(fa)展觀(guan)為指導,深(shen)入(ru)貫徹習近平總書記系列(lie)重(zhong)要(yao)講話精神,認(ren)真落實(shi)黨(dang)中(zhong)(zhong)央、國(guo)務(wu)院加快推(tui)進生(sheng)(sheng)(sheng)態(tai)文明建(jian)設(she)的決(jue)策部署,堅持(chi)用創(chuang)新(xin)(xin)、協調、綠(lv)色(se)(se)、開放、共享的發(fa)(fa)展理念(nian)謀劃和(he)(he)推(tui)動(dong)(dong)生(sheng)(sheng)(sheng)態(tai)文明建(jian)設(she),追求(qiu)更高(gao)質量、更有效(xiao)益(yi)的發(fa)(fa)展,將生(sheng)(sheng)(sheng)態(tai)文明建(jian)設(she)融入(ru)經(jing)濟建(jian)設(she)、政(zheng)治建(jian)設(she)、文化建(jian)設(she)、社會(hui)建(jian)設(she)各方面和(he)(he)全(quan)過程(cheng),協同推(tui)進新(xin)(xin)型(xing)工業(ye)化、信(xin)息化、城鎮化、農業(ye)現(xian)(xian)代化和(he)(he)綠(lv)色(se)(se)化,以保(bao)護生(sheng)(sheng)(sheng)態(tai)不計(ji)其利、面向(xiang)未(wei)來不計(ji)其功的責任擔當全(quan)面打(da)響(xiang)大氣(qi)、水、土(tu)壤污染防(fang)治“三大戰役”,以節約優先、保(bao)護優先、自然恢(hui)復為基(ji)本(ben)方針實(shi)現(xian)(xian)由“環(huan)境換(huan)增(zeng)長”向(xiang)“環(huan)境促增(zeng)長”轉變,以綠(lv)色(se)(se)循環(huan)低(di)碳發(fa)(fa)展為基(ji)本(ben)途徑提升發(fa)(fa)展質量和(he)(he)效(xiao)益(yi),以深(shen)化改革和(he)(he)創(chuang)新(xin)(xin)驅動(dong)(dong)為基(ji)本(ben)動(dong)(dong)力(li)實(shi)現(xian)(xian)轉型(xing)發(fa)(fa)展和(he)(he)體制(zhi)機制(zhi)創(chuang)新(xin)(xin)重(zhong)大突(tu)破,以彰顯(xian)巴山蜀水生(sheng)(sheng)(sheng)態(tai)文明精髓為特色(se)(se)堅定走生(sheng)(sheng)(sheng)態(tai)優先、綠(lv)色(se)(se)發(fa)(fa)展之路,通過5年的努力(li),實(shi)現(xian)(xian)科(ke)學(xue)(xue)合(he)理的主體功能區布局(ju)基(ji)本(ben)形成(cheng),長江上游生(sheng)(sheng)(sheng)態(tai)屏(ping)障、美麗四(si)川建(jian)設(she)取(qu)得新(xin)(xin)成(cheng)效(xiao),經(jing)濟發(fa)(fa)展質量和(he)(he)效(xiao)益(yi)顯(xian)著(zhu)提高(gao),生(sheng)(sheng)(sheng)態(tai)文明主流(liu)價值觀(guan)全(quan)面推(tui)行,基(ji)本(ben)形成(cheng)人(ren)與自然和(he)(he)諧(xie)發(fa)(fa)展的新(xin)(xin)格局(ju),為決(jue)勝全(quan)面小康、建(jian)設(she)經(jing)濟強(qiang)省打(da)好生(sheng)(sheng)(sheng)態(tai)本(ben)底,為子孫后代留(liu)下(xia)綠(lv)水青山、藍天凈(jing)土(tu)。到2020年實(shi)現(xian)(xian)以下(xia)目標:
——國(guo)土空(kong)(kong)間(jian)開發格局(ju)進一(yi)(yi)步(bu)優(you)化(hua)。與資(zi)源環境承載能力相(xiang)匹配的(de)(de)城鎮布局(ju)得到優(you)化(hua),基本形成“一(yi)(yi)軸三帶、四群一(yi)(yi)區(qu)”的(de)(de)城鎮化(hua)發展格局(ju),初步(bu)形成安全、和諧、富有競爭力的(de)(de)國(guo)土空(kong)(kong)間(jian)開發新格局(ju)。
——資(zi)源利(li)用更加高(gao)(gao)效。單位地區生產總值能耗(hao)和二氧(yang)化碳排(pai)放(fang)強度持續(xu)下(xia)降、達(da)到國(guo)家要求,資(zi)源產出(chu)率大幅提(ti)高(gao)(gao),用水(shui)總量力(li)爭控制(zhi)在(zai)321.64億立方米以(yi)內,萬元工業增加值用水(shui)量比2015年下(xia)降23%,農(nong)田灌(guan)溉水(shui)有效利(li)用系(xi)數提(ti)高(gao)(gao)到0.5,非化石能源占一次能源消費比重(zhong)達(da)到34%。
——生(sheng)態環(huan)境(jing)質(zhi)量(liang)(liang)總體改善。主要(yao)污染物(wu)排放總量(liang)(liang)繼續減少(shao),大氣環(huan)境(jing)質(zhi)量(liang)(liang)和重(zhong)點流域水環(huan)境(jing)質(zhi)量(liang)(liang)明顯改善,重(zhong)要(yao)江河湖泊(bo)水功能區(qu)水質(zhi)達(da)(da)標率(lv)提(ti)高到(dao)(dao)(dao)80%以上,生(sheng)態功能完(wan)整性得到(dao)(dao)(dao)保(bao)(bao)持(chi),飲用水安全保(bao)(bao)障(zhang)水平持(chi)續提(ti)升,土(tu)壤環(huan)境(jing)質(zhi)量(liang)(liang)總體保(bao)(bao)持(chi)穩定(ding)(ding),環(huan)境(jing)風險得到(dao)(dao)(dao)有(you)(you)效控制。全省林地保(bao)(bao)有(you)(you)量(liang)(liang)保(bao)(bao)持(chi)在3.54億(yi)畝以上,森林覆(fu)蓋(gai)(gai)率(lv)達(da)(da)到(dao)(dao)(dao)37%,森林蓄積達(da)(da)到(dao)(dao)(dao)17.9億(yi)立(li)方米,草原綜合植被覆(fu)蓋(gai)(gai)度保(bao)(bao)持(chi)在85%以上,濕(shi)地保(bao)(bao)有(you)(you)量(liang)(liang)達(da)(da)到(dao)(dao)(dao)2500萬畝以上,治理和保(bao)(bao)護(hu)(hu)恢復植被的沙化土(tu)地面(mian)積不少(shao)于1320萬畝。全省市、縣(xian)城(cheng)市建成區(qu)綠(lv)(lv)地率(lv)達(da)(da)到(dao)(dao)(dao)35%,其(qi)中設區(qu)的市城(cheng)市建成區(qu)綠(lv)(lv)地率(lv)達(da)(da)到(dao)(dao)(dao)38%,城(cheng)市人均公(gong)園綠(lv)(lv)地面(mian)積14平方米。95%的國家和省重(zhong)點保(bao)(bao)護(hu)(hu)物(wu)種(zhong)及(ji)四川特有(you)(you)物(wu)種(zhong)通(tong)過自然保(bao)(bao)護(hu)(hu)區(qu)得到(dao)(dao)(dao)有(you)(you)效保(bao)(bao)護(hu)(hu),生(sheng)態系(xi)統穩定(ding)(ding)性增強。
——生態(tai)文(wen)明重(zhong)大(da)制度基本建立。基本形成(cheng)源頭預防、過(guo)程(cheng)控制、損害賠(pei)償(chang)、責任追究的生態(tai)文(wen)明制度體(ti)系,自然(ran)資源資產產權和用途管(guan)(guan)制、生態(tai)保護(hu)紅(hong)線(xian)、生態(tai)保護(hu)補償(chang)、生態(tai)環境保護(hu)管(guan)(guan)理體(ti)制等關鍵(jian)制度建設取得重(zhong)要(yao)成(cheng)果。
二、加快建立統一銜(xian)接(jie)的空間規劃體系
(一)加快推(tui)進主體(ti)功能區建設
落(luo)實(shi)主(zhu)體(ti)(ti)(ti)功(gong)(gong)能(neng)(neng)定位。全(quan)面落(luo)實(shi)《全(quan)國主(zhu)體(ti)(ti)(ti)功(gong)(gong)能(neng)(neng)區規(gui)劃(hua)》和(he)《四(si)川省主(zhu)體(ti)(ti)(ti)功(gong)(gong)能(neng)(neng)區規(gui)劃(hua)》,控制(zhi)開發(fa)強度,調整空(kong)間結構,促進國土空(kong)間集約高效利(li)用。推進市、縣落(luo)實(shi)主(zhu)體(ti)(ti)(ti)功(gong)(gong)能(neng)(neng)定位,推動經濟(ji)社會(hui)發(fa)展(zhan)、城鄉(xiang)建設、土地利(li)用、生態環(huan)境保護等規(gui)劃(hua)“多規(gui)合一(yi)”。加快推進綿(mian)竹市等地“多規(gui)合一(yi)”試點工作,適時擴(kuo)大試點范圍(wei)。嚴格落(luo)實(shi)規(gui)劃(hua)環(huan)境影響(xiang)評價制(zhi)度,區域規(gui)劃(hua)編(bian)制(zhi)、重大項目布局必須符合主(zhu)體(ti)(ti)(ti)功(gong)(gong)能(neng)(neng)定位。
控制土地開發強(qiang)(qiang)度。重(zhong)點開發的(de)城(cheng)鎮化地區(qu)(qu),要大力(li)推(tui)進節能減排,發展(zhan)循(xun)環(huan)經(jing)濟,提(ti)高能源(yuan)資(zi)源(yuan)利用效(xiao)率,減少對生(sheng)(sheng)態(tai)(tai)環(huan)境的(de)損(sun)害和(he)影響(xiang);限(xian)制開發的(de)農產(chan)品主產(chan)區(qu)(qu),要增強(qiang)(qiang)農產(chan)品生(sheng)(sheng)產(chan)能力(li),加(jia)強(qiang)(qiang)面源(yuan)污染(ran)治理,防止污染(ran)轉移和(he)擴散;限(xian)制開發、禁止開發的(de)重(zhong)點生(sheng)(sheng)態(tai)(tai)功(gong)能區(qu)(qu),要樹(shu)立保(bao)護就(jiu)是(shi)發展(zhan)的(de)理念,增強(qiang)(qiang)生(sheng)(sheng)態(tai)(tai)產(chan)品生(sheng)(sheng)產(chan)能力(li)和(he)環(huan)境生(sheng)(sheng)態(tai)(tai)功(gong)能。
優(you)化(hua)城鄉空間(jian)結構。全面評價四(si)川省全域(yu)和區域(yu)資源(yuan)環境承(cheng)載(zai)能(neng)力,統籌(chou)謀劃(hua)人(ren)口分布、產(chan)業布局(ju)、國(guo)土(tu)(tu)利(li)用和城鎮化(hua)格(ge)局(ju)。調整(zheng)完善(shan)土(tu)(tu)地(di)(di)利(li)用總(zong)體(ti)規劃(hua),積極開展國(guo)土(tu)(tu)綜合整(zheng)治。優(you)化(hua)城鄉建(jian)設(she)用地(di)(di)結構和布局(ju),嚴(yan)格(ge)保護城鄉生態環境,擴大(da)城鄉綠(lv)色(se)空間(jian),構建(jian)科(ke)學合理(li)的城鎮發展格(ge)局(ju)、農業發展格(ge)局(ju)、生態安(an)全格(ge)局(ju)。
(二(er))科學劃定資源環境生(sheng)態(tai)紅(hong)線
嚴(yan)守資(zi)源(yuan)消(xiao)耗(hao)上限(xian)。合理設(she)定資(zi)源(yuan)消(xiao)耗(hao)上限(xian),加強(qiang)能(neng)(neng)源(yuan)、水(shui)、土地(di)(di)等戰略性資(zi)源(yuan)管(guan)控(kong)。實施(shi)(shi)能(neng)(neng)源(yuan)消(xiao)費總(zong)(zong)量(liang)和(he)能(neng)(neng)源(yuan)消(xiao)耗(hao)強(qiang)度(du)“雙控(kong)”制度(du),將節能(neng)(neng)評(ping)估(gu)審查作(zuo)為控(kong)制地(di)(di)區(qu)(qu)能(neng)(neng)源(yuan)消(xiao)費總(zong)(zong)量(liang)和(he)增量(liang)的重要措施(shi)(shi)。落(luo)實用(yong)水(shui)總(zong)(zong)量(liang)控(kong)制、用(yong)水(shui)效率控(kong)制、水(shui)功能(neng)(neng)區(qu)(qu)限(xian)制納污“三條紅線”管(guan)理,控(kong)制流域和(he)區(qu)(qu)域取(qu)用(yong)水(shui)總(zong)(zong)量(liang)。確定地(di)(di)區(qu)(qu)經濟社會(hui)發展(zhan)目(mu)(mu)標、規劃(hua)城市(shi)建設(she)和(he)重大項目(mu)(mu),應(ying)進行水(shui)資(zi)源(yuan)論證,確保與本地(di)(di)水(shui)資(zi)源(yuan)條件相(xiang)適應(ying)。實施(shi)(shi)取(qu)水(shui)許可制度(du)。劃(hua)定永久(jiu)基本農田,嚴(yan)格(ge)實施(shi)(shi)永久(jiu)保護和(he)用(yong)途管(guan)制,強(qiang)化土地(di)(di)利用(yong)總(zong)(zong)體規劃(hua)和(he)年度(du)計(ji)劃(hua)管(guan)控(kong),對新增建設(she)用(yong)地(di)(di)占用(yong)耕地(di)(di)規模實行總(zong)(zong)量(liang)控(kong)制,落(luo)實耕地(di)(di)占補平(ping)衡。
嚴守環(huan)(huan)境質(zhi)量(liang)底(di)線(xian)(xian)。加大(da)大(da)氣、水、土壤(rang)等(deng)(deng)污(wu)(wu)(wu)染(ran)治理力度,將(jiang)環(huan)(huan)境質(zhi)量(liang)“只能更(geng)好、不能變壞”作為各級地方政府環(huan)(huan)保責任(ren)紅(hong)線(xian)(xian),合理確(que)定污(wu)(wu)(wu)染(ran)物(wu)排(pai)(pai)(pai)(pai)放總量(liang)限值和(he)環(huan)(huan)境風險防(fang)(fang)控(kong)(kong)措施(shi)。實施(shi)成渝城(cheng)市(shi)(shi)群(qun)(四(si)川)國家重(zhong)點(dian)控(kong)(kong)制區(qu)大(da)氣污(wu)(wu)(wu)染(ran)物(wu)特別排(pai)(pai)(pai)(pai)放限值,實行脫硫脫硝(xiao)并舉、多(duo)種污(wu)(wu)(wu)染(ran)物(wu)綜合減排(pai)(pai)(pai)(pai),加強成都平(ping)原城(cheng)市(shi)(shi)群(qun)、川南(nan)城(cheng)市(shi)(shi)群(qun)、川東北城(cheng)市(shi)(shi)群(qun)、攀西城(cheng)市(shi)(shi)群(qun)等(deng)(deng)大(da)氣污(wu)(wu)(wu)染(ran)聯(lian)防(fang)(fang)聯(lian)控(kong)(kong)聯(lian)治。全(quan)面推(tui)進(jin)涵養區(qu)、源頭區(qu)等(deng)(deng)水源地生態保護(hu)和(he)環(huan)(huan)境整(zheng)治,取締飲(yin)用(yong)(yong)水水源地所有排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)口。嚴格實施(shi)農產(chan)(chan)品(pin)產(chan)(chan)地安全(quan)區(qu)劃和(he)重(zhong)金(jin)屬污(wu)(wu)(wu)染(ran)防(fang)(fang)治規劃,加強面源污(wu)(wu)(wu)染(ran)防(fang)(fang)治和(he)農村環(huan)(huan)境整(zheng)治,強化農產(chan)(chan)品(pin)產(chan)(chan)地、自(zi)然保護(hu)區(qu)、建設用(yong)(yong)地土壤(rang)環(huan)(huan)境質(zhi)量(liang)監測和(he)污(wu)(wu)(wu)染(ran)風險評估。
嚴守生(sheng)(sheng)態(tai)保(bao)護(hu)(hu)紅(hong)線(xian)。在重(zhong)點生(sheng)(sheng)態(tai)功(gong)能(neng)區(qu)、生(sheng)(sheng)態(tai)環境(jing)敏感區(qu)和(he)脆(cui)弱(ruo)區(qu)等區(qu)域劃定并嚴守生(sheng)(sheng)態(tai)保(bao)護(hu)(hu)紅(hong)線(xian),實行最(zui)嚴格的源(yuan)頭保(bao)護(hu)(hu)制(zhi)度。科(ke)學劃定林地和(he)森(sen)林、草原(yuan)、濕地等生(sheng)(sheng)態(tai)紅(hong)線(xian),確定生(sheng)(sheng)態(tai)紅(hong)線(xian)區(qu)劃技(ji)術規范和(he)管制(zhi)原(yuan)則(ze)、措(cuo)施,制(zhi)定生(sheng)(sheng)態(tai)紅(hong)線(xian)管理辦(ban)法,出臺征占用生(sheng)(sheng)態(tai)用地禁限目錄,強(qiang)化執法監督,確保(bao)生(sheng)(sheng)態(tai)功(gong)能(neng)不(bu)降低、面積不(bu)減少(shao)、性質不(bu)改(gai)變。
(三)構建新型綠色城(cheng)鎮體系
加強(qiang)綠(lv)色城(cheng)(cheng)(cheng)(cheng)鎮(zhen)規(gui)(gui)劃。認(ren)真(zhen)落(luo)實《四(si)川(chuan)(chuan)省新型城(cheng)(cheng)(cheng)(cheng)鎮(zhen)化規(gui)(gui)劃(2014—2020年)》,根據(ju)資源環境承載能力,嚴格管控城(cheng)(cheng)(cheng)(cheng)鎮(zhen)開發(fa)邊界(jie),科(ke)學確定城(cheng)(cheng)(cheng)(cheng)鎮(zhen)終極(ji)規(gui)(gui)模,構(gou)建(jian)(jian)合理(li)的區域城(cheng)(cheng)(cheng)(cheng)鎮(zhen)體系,促進(jin)大中小城(cheng)(cheng)(cheng)(cheng)市和小城(cheng)(cheng)(cheng)(cheng)鎮(zhen)協調發(fa)展(zhan)(zhan)。加快發(fa)展(zhan)(zhan)成都平原(yuan)、川(chuan)(chuan)南、川(chuan)(chuan)東北、攀西四(si)大城(cheng)(cheng)(cheng)(cheng)市群,高水(shui)平建(jian)(jian)設(she)天(tian)府新區,合理(li)引導川(chuan)(chuan)西北生態(tai)經濟區城(cheng)(cheng)(cheng)(cheng)鎮(zhen)發(fa)展(zhan)(zhan)。加強(qiang)城(cheng)(cheng)(cheng)(cheng)鄉規(gui)(gui)劃“三區四(si)線(xian)”(禁建(jian)(jian)區、限(xian)建(jian)(jian)區和適建(jian)(jian)區,綠(lv)線(xian)、藍線(xian)、紫線(xian)和黃(huang)線(xian))管理(li),杜絕大拆大建(jian)(jian)。提(ti)倡城(cheng)(cheng)(cheng)(cheng)鎮(zhen)形態(tai)多樣性,延續城(cheng)(cheng)(cheng)(cheng)鎮(zhen)歷史文脈(mo)。
提(ti)高城(cheng)(cheng)鎮(zhen)(zhen)發(fa)展質量。科學確定(ding)城(cheng)(cheng)鎮(zhen)(zhen)開(kai)發(fa)強度(du),提(ti)高城(cheng)(cheng)鎮(zhen)(zhen)土(tu)地利(li)用效(xiao)率、建(jian)(jian)成區人口密度(du),從嚴供(gong)給城(cheng)(cheng)市(shi)建(jian)(jian)設(she)(she)(she)用地。合(he)(he)理確定(ding)新區建(jian)(jian)設(she)(she)(she)規模,強化(hua)新區產(chan)業支撐,推動(dong)產(chan)業和人口同步(bu)聚集,有序拓展城(cheng)(cheng)鎮(zhen)(zhen)發(fa)展空(kong)間。大(da)力(li)實施城(cheng)(cheng)鎮(zhen)(zhen)生態園林(lin)建(jian)(jian)設(she)(she)(she)工(gong)程,積極推動(dong)城(cheng)(cheng)市(shi)濕地公(gong)園、山體公(gong)園和綠(lv)廊(lang)綠(lv)道(dao)等具(ju)有地域景觀文(wen)化(hua)特色(se)園林(lin)建(jian)(jian)設(she)(she)(she),持續推進園林(lin)城(cheng)(cheng)市(shi)建(jian)(jian)設(she)(she)(she)。大(da)力(li)推進國家級(ji)新型(xing)城(cheng)(cheng)鎮(zhen)(zhen)化(hua)綜合(he)(he)試(shi)(shi)點(dian)(dian)和中(zhong)小(xiao)城(cheng)(cheng)市(shi)綜合(he)(he)改革試(shi)(shi)點(dian)(dian),抓好(hao)“百鎮(zhen)(zhen)建(jian)(jian)設(she)(she)(she)行動(dong)”300個(ge)試(shi)(shi)點(dian)(dian)小(xiao)城(cheng)(cheng)鎮(zhen)(zhen)建(jian)(jian)設(she)(she)(she),發(fa)揮好(hao)21個(ge)省(sheng)級(ji)重(zhong)點(dian)(dian)鎮(zhen)(zhen)建(jian)(jian)設(she)(she)(she)示(shi)范(fan)作(zuo)(zuo)用和小(xiao)城(cheng)(cheng)鎮(zhen)(zhen)以工(gong)促農、以城(cheng)(cheng)帶(dai)鄉重(zhong)要(yao)節點(dian)(dian)作(zuo)(zuo)用。
切(qie)實加(jia)強(qiang)城(cheng)(cheng)(cheng)鎮管理(li)。依(yi)托山體、水系、森林、濕地等自然生(sheng)態資(zi)源,科學規劃、合(he)理(li)布局城(cheng)(cheng)(cheng)鎮綠地系統,劃定并強(qiang)化城(cheng)(cheng)(cheng)市綠線管制。大力發展綠色(se)建筑和低碳、便捷的交(jiao)通體系,加(jia)快成都低碳交(jiao)通運輸體系試(shi)點城(cheng)(cheng)(cheng)市建設(she)。積極(ji)建設(she)綠色(se)生(sheng)態城(cheng)(cheng)(cheng)區,提高城(cheng)(cheng)(cheng)鎮供排水、防(fang)澇、雨水收集利用、供氣、綜(zong)合(he)管廊、市容環(huan)(huan)衛等基礎設(she)施建設(she)水平,加(jia)快推進遂寧國家海綿(mian)城(cheng)(cheng)(cheng)市建設(she)試(shi)點。深(shen)入開展城(cheng)(cheng)(cheng)鄉(xiang)環(huan)(huan)境綜(zong)合(he)治理(li)。
(四)加快建設美(mei)麗(li)鄉村(cun)

加強大(da)氣污染防(fang)(fang)治(zhi)。深入實(shi)施大(da)氣污染防(fang)(fang)治(zhi)行(xing)動(dong)計劃,以持續改善大(da)氣環境(jing)質量為核心,強化(hua)重(zhong)點(dian)區域、重(zhong)點(dian)領域、重(zhong)點(dian)行(xing)業、重(zhong)點(dian)企業污染源防(fang)(fang)治(zhi)。實(shi)施區域聯防(fang)(fang)聯控(kong),以“減排(pai)、抑(yi)塵、壓煤、治(zhi)車(che)、控(kong)秸”為重(zhong)點(dian),認真抓好細(xi)顆粒(li)物(PM2.5)、可吸入顆粒(li)物(PM10)污染治(zhi)理(li),逐漸消除重(zhong)污染天氣,全(quan)省大(da)氣環境(jing)質量全(quan)面(mian)改善。

加快推(tui)(tui)行合(he)同能(neng)源管(guan)理、綜合(he)環(huan)境(jing)服務等市場化機制。鼓勵采用(yong)(yong)合(he)同能(neng)源管(guan)理方式為用(yong)(yong)能(neng)單(dan)位實施節(jie)(jie)能(neng)改造,培育壯(zhuang)大節(jie)(jie)能(neng)服務產業。優化電(dian)力(li)(li)生產運行方式,推(tui)(tui)進替代發電(dian),優先調度(du)可再生能(neng)源發電(dian)資源,按(an)機組能(neng)耗能(neng)效和(he)污(wu)染(ran)物排(pai)放水平依次(ci)調用(yong)(yong)化石類能(neng)源發電(dian)資源。組織開展(zhan)低碳(tan)產品(pin)認(ren)證(zheng),推(tui)(tui)進有機產品(pin)認(ren)證(zheng)示范區建(jian)設。積極推(tui)(tui)進環(huan)境(jing)污(wu)染(ran)第(di)三方治(zhi)理,引入社會力(li)(li)量(liang)投(tou)入環(huan)境(jing)污(wu)染(ran)治(zhi)理。推(tui)(tui)行市政(zheng)公用(yong)(yong)行業特許經營(ying),鼓勵采用(yong)(yong)多(duo)種(zhong)建(jian)設運營(ying)模式開展(zhan)城鎮污(wu)水垃圾處理、工(gong)業園(yuan)區污(wu)染(ran)物集中(zhong)治(zhi)理,推(tui)(tui)進環(huan)保設施的專業化、社會化運營(ying)服務。開展(zhan)主要污(wu)染(ran)物排(pai)污(wu)權(quan)有償(chang)使用(yong)(yong)和(he)交(jiao)易,探索(suo)實行新建(jian)項目的污(wu)染(ran)物總量(liang)指標通過交(jiao)易方式有償(chang)獲得。積極探索(suo)研究節(jie)(jie)能(neng)量(liang)、碳(tan)排(pai)放權(quan)、水權(quan)、排(pai)污(wu)權(quan)交(jiao)易制度(du)。

(十八)健全監督考核(he)和(he)責(ze)任追(zhui)究制度。

(二十)培育綠色生活方(fang)式。

完善公(gong)眾(zhong)(zhong)(zhong)參與制(zhi)(zhi)度,及(ji)時準確披露(lu)各類(lei)環境(jing)信息,擴大公(gong)開范圍,保(bao)障(zhang)公(gong)眾(zhong)(zhong)(zhong)知情(qing)權,維護公(gong)眾(zhong)(zhong)(zhong)環境(jing)權益(yi)。健(jian)全(quan)舉報(bao)、聽(ting)證(zheng)、輿(yu)論和公(gong)眾(zhong)(zhong)(zhong)監督等制(zhi)(zhi)度,構建全(quan)民參與的社(she)會行(xing)動體系。建立環境(jing)公(gong)益(yi)訴訟制(zhi)(zhi)度,對污染(ran)環境(jing)、破壞生(sheng)態的行(xing)為,有(you)關組(zu)織可(ke)提(ti)起公(gong)益(yi)訴訟。在(zai)建設(she)項目立項、實施、后評價等環節(jie),有(you)序(xu)增強公(gong)眾(zhong)(zhong)(zhong)參與程度。引導生(sheng)態文明建設(she)領(ling)域各類(lei)社(she)會組(zu)織健(jian)康有(you)序(xu)發展,發揮社(she)會組(zu)織和志愿者的積極作用。
八、加強基礎能(neng)力建設
(二十三)加強統(tong)計監測。
建立健(jian)全(quan)(quan)全(quan)(quan)省生態文明綜(zong)合(he)評(ping)(ping)價(jia)指(zhi)標體(ti)系。加(jia)快(kuai)推(tui)進對能源(yuan)(yuan)、礦(kuang)產(chan)資源(yuan)(yuan)、水(shui)、大氣(qi)、森林、草(cao)原、濕地(di)(di)和水(shui)土(tu)(tu)流失、沙化土(tu)(tu)地(di)(di)、土(tu)(tu)壤環(huan)(huan)境(jing)(jing)(jing)、地(di)(di)質環(huan)(huan)境(jing)(jing)(jing)、溫室氣(qi)體(ti)等的統(tong)計監(jian)測(ce)核算(suan)能力(li)建設,提升信息化水(shui)平,提高(gao)準確性(xing)、及時性(xing),實現信息共享(xiang)。加(jia)快(kuai)重點用能單(dan)位能源(yuan)(yuan)消(xiao)耗在線監(jian)測(ce)體(ti)系建設。探索建立循環(huan)(huan)經濟統(tong)計指(zhi)標體(ti)系、礦(kuang)產(chan)資源(yuan)(yuan)合(he)理開(kai)發利用評(ping)(ping)價(jia)指(zhi)標體(ti)系。利用衛星(xing)遙感(gan)等技術手段,對自然(ran)資源(yuan)(yuan)和生態環(huan)(huan)境(jing)(jing)(jing)保護狀況開(kai)展全(quan)(quan)天候監(jian)測(ce),健(jian)全(quan)(quan)覆蓋所有(you)資源(yuan)(yuan)環(huan)(huan)境(jing)(jing)(jing)要素的監(jian)測(ce)網絡體(ti)系。提高(gao)環(huan)(huan)境(jing)(jing)(jing)風險防(fang)控和突發環(huan)(huan)境(jing)(jing)(jing)事件(jian)應(ying)急能力(li),健(jian)全(quan)(quan)環(huan)(huan)境(jing)(jing)(jing)與健(jian)康(kang)調查、監(jian)測(ce)和風險評(ping)(ping)估制度。定期(qi)開(kai)展全(quan)(quan)省生態狀況調查和評(ping)(ping)估。地(di)(di)方各(ge)級政府在安排預算(suan)內投資等財政性(xing)資金(jin)時,加(jia)大對統(tong)計監(jian)測(ce)等基礎能力(li)建設的支持力(li)度。
(二十四)加(jia)強預警調控。
建(jian)立(li)資(zi)(zi)源(yuan)(yuan)環(huan)境(jing)承(cheng)(cheng)載(zai)能(neng)力(li)(li)監(jian)(jian)測預(yu)(yu)警(jing)(jing)機(ji)制(zhi)(zhi),設定(ding)承(cheng)(cheng)載(zai)能(neng)力(li)(li)上限(xian),切實提(ti)高環(huan)境(jing)監(jian)(jian)測系統科學(xue)分析潛在(zai)環(huan)境(jing)風險、準確(que)預(yu)(yu)測各類(lei)環(huan)境(jing)問題的(de)能(neng)力(li)(li)。建(jian)立(li)縣級以上環(huan)境(jing)保護部門環(huan)境(jing)污染(ran)公(gong)共監(jian)(jian)測預(yu)(yu)警(jing)(jing)機(ji)制(zhi)(zhi),加強對大(da)氣(qi)、地表水、土壤等的(de)預(yu)(yu)警(jing)(jing)監(jian)(jian)測,對資(zi)(zi)源(yuan)(yuan)消(xiao)耗和環(huan)境(jing)容量接近(jin)或超過(guo)承(cheng)(cheng)載(zai)能(neng)力(li)(li)的(de)地區(qu)(qu),及時采取(qu)區(qu)(qu)域(yu)(yu)限(xian)批等限(xian)制(zhi)(zhi)性措施(shi)。健全(quan)環(huan)境(jing)影(ying)響評價、清潔生(sheng)產審(shen)核等制(zhi)(zhi)度,建(jian)立(li)生(sheng)態(tai)保護修復(fu)和污染(ran)防(fang)治區(qu)(qu)域(yu)(yu)聯動(dong)機(ji)制(zhi)(zhi)。在(zai)工業、建(jian)筑、交通(tong)運輸、公(gong)共機(ji)構及城(cheng)鄉(xiang)建(jian)設和消(xiao)費(fei)領域(yu)(yu)全(quan)面(mian)加強用(yong)能(neng)管理,對能(neng)源(yuan)(yuan)消(xiao)費(fei)總量增長過(guo)快地區(qu)(qu)及時預(yu)(yu)警(jing)(jing)調控。
(二十五)強(qiang)化(hua)執(zhi)法(fa)監督。
建(jian)立嚴(yan)(yan)格監(jian)(jian)管所有污染(ran)物排放的(de)(de)(de)環(huan)(huan)(huan)(huan)(huan)境(jing)保(bao)護管理制(zhi)(zhi)度(du),實行(xing)環(huan)(huan)(huan)(huan)(huan)境(jing)保(bao)護網格化管理,加大環(huan)(huan)(huan)(huan)(huan)境(jing)違(wei)法(fa)(fa)(fa)(fa)違(wei)規行(xing)為查處(chu)力度(du)。禁止無證(zheng)排污和超標準、超總量排污,違(wei)法(fa)(fa)(fa)(fa)排放污染(ran)物、造成(cheng)或可能造成(cheng)嚴(yan)(yan)重污染(ran)的(de)(de)(de),依法(fa)(fa)(fa)(fa)依規從嚴(yan)(yan)懲處(chu)。對嚴(yan)(yan)重污染(ran)環(huan)(huan)(huan)(huan)(huan)境(jing)的(de)(de)(de)工藝、設備和產品(pin)實行(xing)淘汰制(zhi)(zhi)度(du)。強化對資源開(kai)發(fa)和交通(tong)建(jian)設、旅游(you)開(kai)發(fa)等活動的(de)(de)(de)生態環(huan)(huan)(huan)(huan)(huan)境(jing)監(jian)(jian)管。加強行(xing)政(zheng)監(jian)(jian)察(cha),對群眾反映強烈、環(huan)(huan)(huan)(huan)(huan)境(jing)污染(ran)嚴(yan)(yan)重、長期不解(jie)決或屢(lv)查屢(lv)犯的(de)(de)(de)環(huan)(huan)(huan)(huan)(huan)境(jing)違(wei)法(fa)(fa)(fa)(fa)問題進行(xing)掛(gua)牌督辦。加強執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)監(jian)(jian)督,及(ji)時糾正執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)主(zhu)體(ti)不合法(fa)(fa)(fa)(fa)、程(cheng)序不規范、行(xing)政(zheng)不作(zuo)為、亂(luan)作(zuo)為、作(zuo)為失當(dang)等行(xing)為。建(jian)立領導干(gan)(gan)部干(gan)(gan)涉行(xing)政(zheng)執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)登記制(zhi)(zhi)度(du),確保(bao)資源環(huan)(huan)(huan)(huan)(huan)境(jing)監(jian)(jian)管機構(gou)獨立開(kai)展行(xing)政(zheng)執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)。建(jian)立健全(quan)環(huan)(huan)(huan)(huan)(huan)保(bao)行(xing)政(zheng)執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)與刑(xing)事司法(fa)(fa)(fa)(fa)銜接機制(zhi)(zhi),暢(chang)通(tong)環(huan)(huan)(huan)(huan)(huan)境(jing)違(wei)法(fa)(fa)(fa)(fa)犯罪案件移送渠道。加強基層執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)隊伍(wu)、環(huan)(huan)(huan)(huan)(huan)境(jing)應急(ji)處(chu)置救援隊伍(wu)建(jian)設。
九、切實加強(qiang)組織(zhi)實施
(二十六)強(qiang)化統籌(chou)協調。
成立(li)省(sheng)生(sheng)態(tai)(tai)文(wen)明建設(she)領(ling)導小組,統籌推進全省(sheng)生(sheng)態(tai)(tai)文(wen)明建設(she),協(xie)調解決(jue)重大問題。加快制(zhi)定(ding)四川省(sheng)生(sheng)態(tai)(tai)文(wen)明體制(zhi)改(gai)革實施(shi)方案(an),省(sheng)直(zhi)有關(guan)部門要按照(zhao)職責(ze)分工(gong),密切協(xie)調配合,勇于探索創新,形成生(sheng)態(tai)(tai)文(wen)明建設(she)的強大合力(li)。各級(ji)黨(dang)委、政府要對(dui)本(ben)地區生(sheng)態(tai)(tai)文(wen)明建設(she)負總責(ze),建立(li)健全領(ling)導體制(zhi)和工(gong)作協(xie)調機制(zhi),形成有利于推進生(sheng)態(tai)(tai)文(wen)明建設(she)的工(gong)作格局。
(二十(shi)七(qi))完善政策(ce)措施。
深化自然資源(yuan)及其產(chan)(chan)(chan)品價格(ge)改革(ge),凡是能(neng)由市場(chang)形成(cheng)價格(ge)的(de)都交給市場(chang),政(zheng)府定價要體現基本(ben)需求與(yu)非(fei)基本(ben)需求及資源(yuan)利用(yong)(yong)效(xiao)率高低的(de)差(cha)異,體現生(sheng)態(tai)環(huan)(huan)境(jing)損害成(cheng)本(ben)和修(xiu)復(fu)效(xiao)益。推(tui)(tui)進(jin)礦產(chan)(chan)(chan)資源(yuan)有(you)償(chang)使用(yong)(yong)制(zhi)度(du)改革(ge),調整礦業(ye)(ye)(ye)權使用(yong)(yong)費征收標準。提高生(sheng)態(tai)資源(yuan)配置的(de)稅收調控能(neng)力(li),進(jin)一(yi)步加(jia)大對(dui)新(xin)(xin)能(neng)源(yuan)、再生(sheng)資源(yuan)產(chan)(chan)(chan)業(ye)(ye)(ye)的(de)扶持力(li)度(du),全(quan)面落(luo)(luo)實(shi)(shi)資源(yuan)綜合(he)利用(yong)(yong)稅收政(zheng)策(ce)(ce),大力(li)促進(jin)節(jie)能(neng)減排。認(ren)真執行(xing)國(guo)家關于控制(zhi)高耗能(neng)、高污染(ran)(ran)(ran)產(chan)(chan)(chan)業(ye)(ye)(ye)發展(zhan)的(de)稅收政(zheng)策(ce)(ce),落(luo)(luo)實(shi)(shi)節(jie)能(neng)環(huan)(huan)保、新(xin)(xin)能(neng)源(yuan)、生(sheng)態(tai)建設的(de)稅收優(you)惠政(zheng)策(ce)(ce)。加(jia)強信(xin)貸(dai)政(zheng)策(ce)(ce)窗(chuang)口(kou)指(zhi)導,完善融(rong)(rong)資對(dui)接機制(zhi),推(tui)(tui)動金融(rong)(rong)產(chan)(chan)(chan)品和服務方式(shi)創(chuang)新(xin)(xin),引導金融(rong)(rong)機構加(jia)大對(dui)生(sheng)態(tai)文(wen)明建設的(de)融(rong)(rong)資支持。推(tui)(tui)進(jin)銀(yin)行(xing)間市場(chang)和跨境(jing)人民幣(bi)業(ye)(ye)(ye)務創(chuang)新(xin)(xin)發展(zhan),加(jia)大金融(rong)(rong)對(dui)節(jie)能(neng)減排、污染(ran)(ran)(ran)防治等(deng)領(ling)域的(de)支持力(li)度(du)。推(tui)(tui)廣(guang)綠色信(xin)貸(dai),探索(suo)排污權抵押等(deng)融(rong)(rong)資模式(shi)。推(tui)(tui)進(jin)企業(ye)(ye)(ye)環(huan)(huan)境(jing)信(xin)用(yong)(yong)評價,實(shi)(shi)行(xing)分(fen)級分(fen)類(lei)管理,建立環(huan)(huan)境(jing)保護黑名單(dan)制(zhi)度(du)。擴(kuo)大環(huan)(huan)境(jing)污染(ran)(ran)(ran)責(ze)任(ren)保險(xian)試點,提高企業(ye)(ye)(ye)環(huan)(huan)境(jing)風險(xian)防范水平。
(二十八)加(jia)大資(zi)金(jin)支持。
積極爭取中央財(cai)政(zheng)(zheng)資(zi)金對四川省(sheng)生(sheng)態(tai)文明建(jian)設(she)的(de)支(zhi)持(chi)。加大省(sheng)級(ji)財(cai)政(zheng)(zheng)資(zi)金投入,充分發(fa)揮現有資(zi)源(yuan)節約、生(sheng)態(tai)環境保(bao)護(hu)等各專(zhuan)項資(zi)金的(de)引導作用(yong),支(zhi)持(chi)資(zi)源(yuan)節約和(he)循環利(li)用(yong)、新能源(yuan)和(he)可再生(sheng)能源(yuan)開發(fa)利(li)用(yong)、環境基礎設(she)施建(jian)設(she)、生(sheng)態(tai)修復與建(jian)設(she)、生(sheng)態(tai)文明教育示范基地、生(sheng)態(tai)旅游區(qu)建(jian)設(she)、應對氣候變化(hua)、生(sheng)物多(duo)樣性保(bao)護(hu)先(xian)進適用(yong)技術(shu)研(yan)發(fa)示范、監測執法能力建(jian)設(she)等。
(二十九(jiu))開(kai)展國際合(he)作。
以全(quan)球(qiu)視野加(jia)快推進(jin)生(sheng)態文(wen)明(ming)建設,研究并按程序(xu)申報舉辦生(sheng)態文(wen)明(ming)建設國(guo)際(ji)論(lun)壇、研討(tao)會等活動,宣傳展示四川形象。在(zai)(zai)國(guo)家統(tong)籌部署(shu)和指導下(xia),加(jia)強與(yu)世界各國(guo)在(zai)(zai)生(sheng)態文(wen)明(ming)領域的(de)(de)(de)對話交流(liu)和務實(shi)(shi)合作(zuo),廣泛(fan)引進(jin)資金、先進(jin)技術(shu)裝(zhuang)備(bei)、專業(ye)人才和管理經驗。積極融(rong)入國(guo)家“一(yi)帶一(yi)路”戰略,鼓勵優勢產(chan)業(ye)和有(you)實(shi)(shi)力的(de)(de)(de)企業(ye)走出去(qu),選擇有(you)市場(chang)、有(you)資源的(de)(de)(de)國(guo)家和地區開展全(quan)方位的(de)(de)(de)國(guo)際(ji)合作(zuo)。對走出去(qu)的(de)(de)(de)企業(ye)按規定給予資金支持和落實(shi)(shi)稅收優惠(hui)政(zheng)策(ce),提(ti)高四川省參(can)與(yu)國(guo)際(ji)產(chan)能和裝(zhuang)備(bei)制造合作(zuo)水(shui)平。
(三十)加強(qiang)區域合作。
發(fa)揮自身優(you)勢,積(ji)極參與長江(jiang)經(jing)濟帶(dai)建(jian)設(she)(she)(she),加強與沿江(jiang)省市在生(sheng)(sheng)態文明(ming)(ming)建(jian)設(she)(she)(she)中的(de)多層(ceng)次、多領域合作。深入(ru)開展生(sheng)(sheng)態文明(ming)(ming)先行示范區(qu)建(jian)設(she)(she)(she),鼓勵各地根據(ju)自身發(fa)展階(jie)段、資源環(huan)境稟(bing)賦(fu)、主體功(gong)能定位(wei)等(deng),加強與鄰近或相(xiang)似地區(qu)的(de)橫向協調配合,研究制約加快生(sheng)(sheng)態文明(ming)(ming)建(jian)設(she)(she)(she)的(de)共性問題,采取建(jian)立聯(lian)席會(hui)議制度、簽(qian)訂戰略(lve)合作協議、合作參與項目開發(fa)等(deng)方式(shi),共同推進區(qu)域生(sheng)(sheng)態文明(ming)(ming)建(jian)設(she)(she)(she),提升生(sheng)(sheng)態文明(ming)(ming)建(jian)設(she)(she)(she)水(shui)平。
(三十一)抓好(hao)貫徹落實(shi)。
各級黨委、政府和省直有關部門要深入貫徹落實黨中央、國務院加快推進生態文明建設的重要決策部署,根據本方案,結合工作實際,抓緊提出本地區、本部門加快推進生態文明建設的政策措施,研究制定與本方案相銜接的區域性、行業性和專題性規劃,明確目標任務、責任分工和時間要求,確保生態文明建設各項政策措施落到實處。各地、各部門貫徹落實情況要及時報省委、省政府,同時抄送省發展改革委。省委、省政府將就貫徹落實情況適時組織開展專項監督檢查。
